Travis Geiselbrecht 7682dff72f [init] bump the earliest init trace level out to TARGET_EARLY ...

On STM32f7xx this is the earliest point that we can printf, and it
makes sense to be more conservative than before. This is probably
a pretty common spot to be able to finally printf.
